The Commission for A New Georgia
Administrative Services Task Force

The Task Force evaluated the state's administrative operations, focusing on the core mission of agencies and departments providing enterprise-wide services and support: procurement, state technology services, human resources, and management of state property and capital assets.

The task force targeted inefficiencies and deficiencies caused by overlap and duplication of government-wide administrative functions that are being handled within individual departments which don’t have the resources or expertise to take on those responsibilities.

Their overarching recommendation was to align responsibilities for administrative services by function to promote clear policy making, stronger accountability and customer focus. Specific recommendations addressed findings in each of the administrative functions evaluated by the task force.


RECOMMENDATIONS:

Realign Administrative Services
Align responsibilities for administrative services by function to promote clear policy making, stronger accountability and customer focus.

More Efficient State Purchasing
Make state purchasing of goods and services more efficient and service-driven. Plan and implement e-procurement with extended strategic sourcing program.

Consolidate Human Resource Activities
Consolidate Human Resource activities that are common to all State organizations, and allow agencies to continue to perform HR functions that are specific to each agency. Create a consolidated HR function with a greater view of and authority over the entire employee lifecycle.

Improve Focus of the Georgia Technology Authority
Refocus the Georgia Technology Authority (GTA) to enact its mission - to develop and promote IT planning, implementation and management.

New Statewide Asset Management Program
Implement a statewide asset management program, which is integrated with the state’s financial and purchasing system, to better track and monitor the State's assets.
