The Commission for A New Georgia
Administrative Services Task Force

The Task Force examined the strategy and processes by which the state finances, designs, builds, and maintains its large construction projects. Among the issues considered were financing, project management, and factors that drive up the cost of construction.

Task Forces recommended development of the first comprehensive State Construction Manual to standardize contracting and construction guidelines -- a process that hasn’t been updated since 1954. The manual was completed in 2007. Standardizing guidelines will save two percent on the cost of construction projects -- $12-20 million a year – and shorten the funding-to-building cycle by a year.


RECOMMENDATIONS:

New Property Officer
Establish a Property Officer with responsibility for all capital construction Develop a clear mission, vision and guiding principles for capital construction and property management.

Evaluate Assets for Reallocation
Evaluate real estate assets for reallocation and opportunities to sell. Reallocate General Obligation (G.O.) Bonds no longer needed due to canceled or completed projects.

Develope Statewide Management Protocols
Develop statewide policies, procedures and tools to manage capital construction services
